It's about User Interface modifications, not hacking.

The book is written by the author of "Atlas" one of the most popular user interface addons made for World of Warcraft and has nothing to do with hacking or anything else that could get you banned.
This book starts off by introducing you to the basics of user interface modification in WoW, such as installing addons and creating simple macros. Second half of the book is focused on how addons work and the actual coding behind them. You will also get to make your own addons.
Due to the nature of how modding community works, some of the stuff can get outdated quite fast but it's still a good book for those interested in UI modifications and prefer reading a book instead of online tutorials.
